“Qafqazinfo.az”: Joseph Biden was Vice President when Section 907 was adopted

U.S. Secretary of State, Anthony Blinken, called President Ilham Aliyev on April 28. During a telephone conversation, Blinken said that Section 907 of the US Freedom Support Act had been suspended this year as well.

Commenting on a telephone conversation between the two officials, qafqazinfo.az reported that current US President Joseph Biden was Vice President when Section 907 was adopted.

Fakt Yoxla examined whether this claim was true.

Section 907 was adopted by the U.S. Congress in 1992. The Section bans any kind of direct United States aid to the Azerbaijani government. The Section states: “United States assistance under this or any other Act (other than assistance under title V of this Act) may not be provided to the Government of Azerbaijan until the President determines, and so reports to the Congress, that the Government of Azerbaijan is taking demonstrable steps to cease all blockades and other offensive uses of force against Armenia and Nagorno-Karabakh.”

In 2001, the US Senate passed a resolution authorizing the President to repeal Section 907 by the end of 2002. Since then, the United States has decided annually to suspend Section 907.

When Section 907 was passed, the Republican Party was in power in the United States, not the Democratic Party, represented by Joseph Biden. At that time, the President of this country was George Herbert Walker Bush (Father Bush), and the Vice President was Dan Quayle. Both served from 1989 to 1993. Biden was a senator in the U.S. Congress at the time. Biden served as Vice President of the Obama administration only from 2009-2017.
