MP Tahir Rzayev spoke about raising the price of EU-95 gasoline.
He said that Azerbaijan should also keep pace with world market prices.
The MP noted: "If necessary, we must participate in certain price adjustments as we have joined international treaties and conventions."
Fakt Yoxla examined the MP's claim that "as we have joined international agreements and conventions, we must participate in certain price adjustments."
Until now, Azerbaijan has joined numerous international agreements related to various fields. Among them, there is no convention related to the regulation of fuel resources, especially gasoline and its price.
There is no provision for the state's obligation to participate in the gasoline price adjustments in the international agreements, to which Azerbaijan has joined, related to economic issues.
The 1966 International Covenant on Economic, Social and Cultural Rights, which is the most common, is related to fundamental rights such as rights to labor, social security, education, participation in cultural life, etc.
The document, like other international agreements to which Azerbaijan has joined, does not provide for an obligation in the economic field, such as regulating the price of fuel or gasoline.
Another example is the 1980 UN Convention on Contracts for the International Sale of Goods.
Although the document contains a number of provisions regarding the payment of the price, these are related to the value of the goods that are the subject of a specific purchase and sale.
The Convention does not impose a general obligation on Contracting Parties to participate in price adjustments. As stated in Article 4 of the document, this Convention governs only the formation of the contract of sale and the rights and obligations of the seller and the buyer arising from such a contract.
The 1969 Vienna Convention on the Law of Treaties, which applies to agreements between states and regulates the main issues such as the conclusion, validity, interpretation, etc. of these agreements, does not have a provision for states to participate in price regulation.
Fak Yoxla concludes that Tahir Rzayev's claim is a Lie.
