The Development Concept "Azerbaijan 2020: Look into the Future", approved by the Decree of the President of the Republic of Azerbaijan dated December 29, 2012, was adopted in order to determine the prospective development goals and directions of the country for the period up to 2020 and to ensure their realization. In this document, the government announced the promises it aims to achieve in many socio-economic directions by 2020. One of them is related to the indicator of non-oil exports per capita. It is noted in the Concept that as a result of the implementation of the planned measures, by the end of the period, the per capita export volume in the non-oil sector in the country will reach 1,000 US dollars.
Fakt Yoxla examined whether the government could fulfill this promise.

As can be seen from the table, the indicator of non-oil export per capita in Azerbaijan in 2020 was equal to 184 dollars. This is about 5 times lower than the figure promised by the government. Despite the significant increase in non-oil exports due to favorable price conditions in the world in the last 2 years (2021-2022), per capita non-oil commodity exports are still below $300.
Fakt Yoxla concludes that the government has not fulfilled its promise.
