The government announced its goals until 2020 in the Strategic Roadmap for the Development of Communal Services (Electricity and Thermal Energy, Water, and Gas) in the Republic of Azerbaijan, approved by the decree of the President of the Republic of Azerbaijan dated December 6, 2016. One of the target indicators is related to thermal energy production. The government said that as a result of the measures to be taken, in 2020, the production of thermal energy in the country would reach the level of 1 million 767 thousand GCal.
Fakt Yoxla checked whether the government had fulfilled its promise.
According to the official announcement, 1 million 503 thousand GCal of thermal energy was produced in Azerbaijan in 2020. Although this is an increase of 46 thousand GCal compared to 2019 (1 million 449 thousand GCal), it is 15% lower than the indicator promised by the government (1 million 767 thousand GCal).
Fakt Yoxla concludes that the government has not fulfilled its promise to increase the production of thermal energy to the level of 1 million 767 thousand GCal by 2020.
