The leaders of the European Union (EU) met on February 25 and 26, 2021, via video conference. The fight against coronavirus and vaccination campaigns, security and defense of the EU, and relations with the Southern Neighbourhood were discussed in the conference. 

A statement issued after the meeting stated that member states will continue to work on a common approach regarding the Digital Vaccination Passport.

Speaking after the discussions, German Chancellor Angela Merkel said that Digital Vaccination Passports, which allow people to travel in Europe, will be introduced before the summer months.

What is the Digital Vaccination Passport/Certificate in question?

Digital Vaccination Passport - Digital Green Certificate with official name - covers three different types of COVID-19 certificates: 1. Vaccination certificate, 2. Test certificate, 3. Certificate of recovery.

Passports can be issued and used in all EU Member States. All EU citizens and their family members, as well as non-EU nationals staying or residing in the Member States and who have the right to travel to the other Member States, would be eligible to receive them free of charge. However, being vaccinated will not be a pre-condition to travel. All EU citizens have a fundamental right to free movement in the EU and this applies regardless of whether they are vaccinated or not.

As you can see, the Digital Vaccination Passport is valid only within the EU. These passports do not impose any restrictions on travel for citizens of non-EU countries. Similarly, passports do not cause any problems for visas.

On the other hand, Digital Vaccination Passports will only contain vaccines approved by the EMA (European Medicines Agency). Currently, the EMA has approved only 4 types of vaccines. The Chinese-made CoronaVac vaccine is not among them. However, this does not mean that CoronaVac will not be approved by the EMA. All COVID-19 vaccines can be approved by the EMA after the application and if they pass the appropriate inspections.
